Kansas Lottery Commission

The Kansas Lottery Commission holds monthly meetings at lottery headquarters in Topeka. The five commissioners are appointed by the governor to serve alternating four-year terms. The commission consults with and advises the Executive Director in establishing policy, approving major contracts, rules and regulations for lottery games and promotions, and approving the annual budget.

Term: March 15, 2011 to March 15, 2014

Mike King is the president of King Enterprise Group Inc., in McPherson, a general contractor serving the oil/gas/industrial markets throughout Kansas and adjoining states.  Mike resides in Hesston with his wife Peggy and four children.  He graduated from John Brown University with a bachelor’s degree in Building Construction and minor in Business. Additionally he serves on local McPherson Rotary & Chamber of Commerce boards. King was appointed to the Kansas Lottery Commission in 2011 by Governor Sam Brownback.     

Catherine Moyer, Ulysses
Term: Sept. 1, 2011 to March 15, 2015

Catherine Moyer is the Director of Legal and Regulatory Affairs for Pioneer Communications, a telephone and communications company that serves residents and businesses across southwestern Kansas.  Catherine is the immediate past chairman and currently serves on the board of directors of the Organization for the Promotion and Advancement of Small Telecommunications Companies (OPASTCO), a national trade association.  She also serves on the CoBank, ACB, board of directors.  Catherine sits on the Leadership Kansas board of directors, as well as the Kan-Ed Advisory Committee.  Catherine holds a bachelor’s degree from Middlebury College and a law degree from Washburn University.  She resides in Ulysses with her husband, Kevin.

Term: June 1, 2011 to March 15, 2015

Carl Gerlach is the Director of Marketing of Gill Studios in Lenexa, a printing and promotional products industry manufacturer.  Carl has also served as Mayor of Overland Park since 2005, and is active serving on the Economic Development Council, the Chamber of Commerce, the Convention and Visitors Bureau and the League of Kansas Municipalities. Carl is married to Jill and they have three children.  He graduated from Kansas State University in Business while also playing basketball.  Gerlach was appointed to the Kansas Lottery Commission in 2011 by Governor Sam Brownback.

Term: January 27, 2011 to March 15, 2012

Commissioner Frank Diehl of Lawrence retired as a lawyer after almost 33 years of representing clients in the general practice of law and as a prosecutor in criminal cases and in handling the discipline of attorneys for the Kansas Supreme Court. He was raised on a farm near Alma, Kansas, graduated from Kansas State University and received his juris doctorate from Washburn University. He was appointed to the Kansas Lottery Commission by Governor Mark Parkinson in 2010 and confirmed by the Senate in January 2011.

Term: June 1, 2011 to March 15, 2013

Commissioner Tom G. Roberts of Kansas City, Kan., retired as the Clerk of the Unified Government of Wyandotte County/Kansas City, Kan., after more than 34 years in local government. He received his undergraduate and master's degrees from Wichita State University. He is past president of the City Clerks and Municipal Finance Officers Association of Kansas, as well as the 10,000-member International Institute of Municipal Clerks. Roberts was appointed to the Kansas Lottery Commission in 2011 by Governor Sam Brownback.
