Kansas Lottery Commission
The Kansas Lottery Commission holds monthly meetings at lottery headquarters in Topeka. The five commissioners are appointed by the governor to serve alternating four-year terms. The commission consults with and advises the Executive Director in establishing policy, approving major contracts, rules and regulations for lottery games and promotions, and approving the annual budget. At present, two Lottery Commission seats are vacant.

Jeanine McKenna, Emporia
Term: March 16, 2006 thru March 15, 2010
Jeanine McKenna is the president and CEO of the Emporia Area Chamber of Commerce and Convention & Visitors Bureau. McKenna resides in Reading with her husband Mark. McKenna was raised in Pratt, Kansas and attended Fort Hays State University where she received a bachelor's degree in communications with an emphasis in public relations. She was appointed to the commission by former Governor Bill Graves in 2002, and reappointed by Governor Kathleen Sebelius in 2006.
Joni Franklin, Commission Chairwoman, Wichita
Term: Nov. 9, 2004 to March 15, 2011
Joni Franklin is an attorney at Alexander, Casey, McPherson & Franklin Independent Practitioners, in Wichita, Kan. Franklin concentrates in workers compensation, personal injury, medical malpractice plaintiff cases, and labor law. Franklin was a cum laude graduate of Kansas State University. She received a Law Certificate from the Nairobi Institute of Law in 1995. She received her Juris Doctorate degree from The University of Kansas School of Law. Franklin was appointed to the Kansas Lottery Commission in 2004, by Governor Kathleen Sebelius.
Robert Wunsch, Kingman
Term: October 16, 2007 thru March 15, 2011
Robert Wunsch has practiced law for nearly 50 years and is currently a partner with Geisert, Wunsch & Watkins in Kingman, Kan. He was Kingman City Attorney from 1962-78 and Kingman County Attorney from 1967-1973. Wunsch was also a member of the Kansas House of Representatives from 1983-88, and he served as a Legislative Liaison for KU Medical Center from 1990-96. He has been active in many civic and community organizations and founded the Kingman Little Theatre. Wunsch received both his bachelor’s degree and his law degree at the University of Kansas in Lawrence. He was appointed to the Kansas Lottery Commission by Governor Kathleen Sebelius in 2007.
