Kansas Lottery Receives Six Casino Applications;
Three Each for NE and SC Zones

TOPEKA, KAN. – April 1 at 5:00 p.m. was the deadline for groups to submit their applications to manage a state-owned and -operated casino in the Northeast and South Central gaming zones. The Kansas Lottery received three proposals from developers interested in locating a casino in Wyandotte County and three proposals from developers interested in locating a casino in Sumner County.

Applications have been received from the following:

Northeast Gaming Zone (Wyandotte County)

Casino: Hard Rock Hotel & Casino
Applicant: Kansas Entertainment LLC
Partners/Principals of Applicant: Kansas Speedway and The Cordish Company
Location: Overlooking Turn 2 at Kansas Speedway

Casino: Hollywood Casino Kansas
Applicant: Penn Hollywood Kansas, Inc.
Partners/Principals of Applicant: Delvest Corporation, a subsidiary of Penn National Gaming, Inc.
Location: Near Schlitterbahn’s Water Park off I-435

Casino: Golden Heartland
Applicant: Golden Heartland

Location: Edwardsville, at 110th Street Exit off I-70

South Central Gaming Zone (Sumner County)

The Lottery has 90 days, until June 30, 2009, to review the applications and negotiate contracts with the applicants. The Lottery will forward any contracts that are negotiated to the seven-member Lottery Gaming Facility Review Board for its consideration. The Review Board will then have 60 days to forward its choices to the Kansas Racing & Gaming Commission for approval.

The Kansas Lottery reopened bids in the Northeast and South Central zones after the developers for those zones withdrew. The Lottery Gaming Facility Review Board last year selected Kansas Entertainment, LLC (Hard Rock/Cordish) to manage a casino in Wyandotte County but Kansas Entertainment withdrew its application on Dec. 5, 2008. Sumner Gaming Joint Venture, L.C. (Harrah’s) was selected by the Review Board to manage a casino in Sumner County, but withdrew its application on Nov. 17, 2008. Both developers cited economic conditions as the reason for their withdrawals.
