Lottery Commission Considers Northeast and South Central Proposals
TOPEKA, KAN. – The Kansas Lottery Commission today heard presentations from developers seeking to become Lottery Gaming Facility Managers in the South Central and Northeast Gaming Zones. The Commission will vote later this month on approval of contracts with the developers.
In the Northeast Gaming Zone, proposals have been submitted by Penn Hollywood Kansas, Inc. and Kansas Entertainment, LLC. In the South Central Gaming Zone, the three proposed developers are Lakes Kansas Development, LLC; South Central Gaming Partners, LLC; and Chisholm Creek Casino Resort.

During the June 17 meeting, South Central Gaming Partners, LLC and Chisholm Creek Casino Resort announced the common ownership of their respective projects in the South Central Gaming Zone. The name of the new joint venture is Kansas Gaming Partners, LLC.
The Lottery Commission plans to vote on approval of contracts in a special teleconference meeting at 10:00 a.m. June 25. In considering contracts, the Lottery will determine that developers meet minimum requirements as provided in the Kansas Expanded Lottery Act. Those requirements include local endorsement, sufficient access to financial resources to support the activities required of a Lottery Gaming Facility Manager, no less than three consecutive years of experience in Class III gaming, and being current in all taxes.
The deadline for the Commission to approve contracts with developers, unless the Governor approves an extension, is June 30. Contracts approved by the Kansas Lottery Commission will be considered by the Lottery Gaming Facility Review Board, which will select one manager for each gaming zone.
