Lottery Approves Contracts with 10 Casino Developers
TOPEKA, KAN. – In a special meeting today, the Kansas Lottery Commission approved contracts with 10 developers seeking to become lottery gaming facility managers in the South Central, Southwest and Northeast gaming zones of Kansas. The contracts will now be forwarded to the Lottery Gaming Facility Review Board, which will select one developer in each gaming zone to construct and manage a destination casino.
In approving the contracts, the Lottery determined that these developers met minimum requirements as provided in Senate Bill 66, the Kansas Expanded Lottery Act. Those requirements include local endorsement, having sufficient access to financial resources to support the activities required of a lottery gaming facility manager, no less than three consecutive years of experience in Class III gaming, and being current in all taxes.
The Lottery Commission has approved contracts with the following developers:
South Central Gaming Zone (Sumner County)
Sumner Gaming Joint Venture, LLC (Harrah’s)
Penn Sumner, LLC
Marvel Gaming
Southwest Gaming Zone (Ford County)
Butler National Service Corporation
Dodge City Resort and Gaming, LLC
Northeast Gaming Zone (Wyandotte County)
Golden Heartland
Kansas Entertainment, LLC (Hard Rock & Kansas Speedway)
PNK-Kansas, LLC (Pinnacle)
Legends Sun, LLC
Sands Kansas, LLC
One developer in the South Central Zone, Sumner Gaming Ventures (MGM-MIRAGE and Foxwoods), officially withdrew its application over the weekend.
May 27 was the deadline for the Kansas Lottery Commission to approve contracts with developers that qualified in the South Central, Southwest, and Northeast zones. On May 5, the Kansas Lottery Commission approved a contract with Kansas Penn Gaming, LLC to become a lottery gaming facility manager in Cherokee County in the Southeast Gaming Zone of Kansas.
All contracts approved by the Kansas Lottery Commission will now be considered by the Lottery Gaming Facility Review Board. The Lottery Gaming Facility Review Board is attached to the Kansas Racing & Gaming Commission. The Review Board will hold public meetings in each gaming zone in the coming months.
